About CFS packages

A package is an indivisible group of file sets that are delivered together.
The Publisher defines the metadata for each package of content that is made available to Subscribers in the Client File Store (CFS). Publishers are responsible for creating packages and assigning claims to them.

The Publisher must first create the package. Following this, the Publisher can then create the file sets and assign them to the package.
